Reports To: Standard Policy & Operations Support Manager

Department: Cargo Services Delivery (CSD)

This role will be responsible for cargo operations policies, procedures and standards formulation, including cargo handling and freighter operations. The job holder is a focal point for maintaining and reviewing CSD manuals to ensure the contents are in full compliance with IATA standards, aircraft manufacturers and other regulatory requirements. The job holder is an expert to take lead or participate in project that drives for safety and operational excellence.

Key Responsibilities

Operation Policy and Procedures

  • Design, develop and review Cargo Services Manual, and the related checklist and guidance materials.
  • Ensure cargo standard policies and procedures are in full compliance with IATA standards, aircraft manufacturers, and other regulatory requirements.
  • Conduct annual IATA Ground Operation Manual (IGOM) gap analysis to ensure contents are in full compliance.
  • Conduct annual review with Cathay Academy (CXA) of cargo handling training and learning programs to ensure regulatory compliance, as well as operation and safety standards are met.
  • Provide support to other departments, such as Airport Service Delivery, Engineering Department and Flight Operations Department in terms of policies and procedures review.
  • Compile and issue Cargo Service Notice (CSN) to outport and dedicated audiences when changes on policies and procedures are introduced.
  • Work closely with Outport teams prior to new policy and procedures are introduced in the network. Make sure the work-as-done by frontline team are adhered with the work-as-designed.
  • Always looks for process refinement and drive for improvements in safety and operationally aspects.

System Management & Operation Projects Management

  • Update and maintain manuals and relevant checklist on the electronic platform, and provide systems administration and maintenance to safeguard operational integrity, efficiency and quality.
  • Design, develop and improve Cargo Service Delivery (CSD) system and solutions, including the electronic manual platform and new initiative in Knowledge Management.
  • Take lead and manage CSD digital transformation projects with operational stakeholders (e.g. operational departments, outport teams and subsidiaries etc) and technical stakeholder (e.g. Cargo Digital, IT, external suppliers etc) internally and externally to safeguard productivity, safety and sustainability objectives.
  • Conduct and facilitate data analytics to measure the effectiveness of CSD operational system and/or project implementation effectiveness.
  • Conduct User Acceptance Test (UAT) with IT teams to safeguard systems and products are delivered as per requirements before acceptance.
  • Handle ad hoc tasks / projects as assigned by team manager.

Requirements

Education qualifications

  • University degree holder or equivalent

Experiences

  • 5 years’ working experience in cargo and freighter operations
  • Experience in project management would be preferred
  • With basic knowledge of freighter aircrafts technical design of Cargo Loading System would be an advantage
  • With basic knowledge of freighter aircraft Weight and Balance would be an advantage

Skills and language requirements

  • Sound project management skills
  • Strong analytical, problem-solving and planning skills
  • Strong communication and interpersonal skills
  • Ability to organize data and information to support insights
  • Preferably have experience in digital transformation project
  • Excellent command in English, Mandarin and Cantonese
  • Ability to travel overseas extensively when required
