Job description
The Hong Kong Sports Institute Limited (“HKSI”) is the Government’s delivery agent to provide the high performance training system for eligible sports. The HKSI’s mission is to provide an environment in which sports talent can be identified, nurtured and developed to pursue excellence in the international sporting arena benchmarked at Major Games results. We are now inviting suitable candidates for the following vacancy:
THE JOB
Reporting to the Maintenance Manager ("MAM"), the Assistant Maintenance Manager (Building Services) (E&M) will be responsible for the following duties:
- To assist MAM in the aspects of Building Services Works, to efficiently, strategically and cost effectively manage and coordinate the full spectrum of maintenance including routine, scheduled and preventive maintenance of Building Services Installation for the HKSI main campus and other satellite training facilities; including the Electrical Installation System, Mechanical Ventilation Air Conditioning System, Fire Services System, ELV systems, Building Management System, Pool Filtration System, Lift System, AV system, CCTV and Security System, Carpark Control System and Gas Appliances, Kitchen Equipment, etc. to ensure the safety and functions of all facilities and venues are properly maintained at all times to support the elite training and other programmes of the HKSI;
- To assist MAM to complete the maintenance duty in an efficiently, strategically and cost effectively way, including improvement works to the existing installation and equipment by new technology for more energy efficiency;
- To ensure the full compliance to the latest regulations and statutory requirements of all facilities and venues of the HKSI. To ensure the validity of all licenses, certificates and permits including the renewal of Fire Services Installations Certificates, preparation of Emergency Generator Reports, Cooling Tower Audit Report, document submissions required under the Building Energy Code, Ventilation certificates, Fire Damper certificates, 52m and 25m Swimming Pools Licenses, Testing and Inspection Certificate on Electrical Installation, Lift Permit, Danger Good Store Licenses, etc;
- To assist MAM to provide professional and technical advice for maintenance, minor works and new projects for the HKSI, to liaise with various internal users, external stakeholders of the HKSI and outside organizations to support the technical requirements for elite training;
- To assist MAM for the preparation, including technical drawings, specifications, calculations and tender documents; assessment of tender and contract management for maintenance, renovation, upgrading and improvement works for the HKSI main campus and other satellite training facilities;
- To assist MAM to monitor the appointed consultants and contractors, to ensure the works are in full compliance to the statutory and HKSI’s requirements; and to monitor the progress and quality of works carried out by the outsourced consultants and contractors, to carry out site supervisions, inspections and the implementation of safety operational and contingency plans for all the works in the aspects of building services installation;
- To assist MAM to supervise and manage a team of around 25 technical staff, maintenance officer, supervisors and technicians for the day-to-day operation of the buildings and facilities to ensure its safety, efficiency and the compliance to the statutory requirements; as a Grade C0 Registered Electrical Worker, to supervise the in house maintenance team for electrical installation works as required under the Electricity Ordinance (Cap. 406); to accomplish the maintenance duty for the HKSI;
- To assist MAM to prepare the annual maintenance plan and budget; to monitor the phased budget and maintenance expenses against budget and programme of works, to maintain the uninterrupted operation and training in the HKSI, and to monitor the cost allocation for actual expenses related manpower of maintenance staff and utilities, also the general maintenance and consumable expense related to elite training; and
- To assist MAM to follow up on the remaining and outstanding works of the Redevelopment Project, including the settlement of final accounts, defects rectifications for the Main Building of HKSI and to support and assist the Redevelopment Team in all aspects.
THE REQUIREMENTS
- A university degree in Electrical, Mechanical Engineering, Building Services or related discipline;
- Corporate Membership of the Hong Kong Institute of Engineers (HKIE) in the Electrical/ Mechanical/ Building Services Division or equivalent is preferable;
- A minimum of 4 years’ front-line supervisory working experience in building services maintenance and in-depth knowledge of relevant building services, energy management and safety regulations;
- Sound knowledge of latest technology of intelligent building and conversant with FM-Maintenance Management System and related software;
- Solid job experience with BMS, building automation and smart building will be an advantage;
- Certificate of Grade C0 Registered Electrical Worker under the Electricity Ordinance (Cap. 406);
- Good supervisory, interpersonal and communication skills;
- Good command of both written and spoken English and Chinese; ability to speak Putonghua is a definite advantage; and
- Proficiency in computer software applications including MS-Word, Excel and Chinese Word Processing.
