Guide for non-local graduates seeking employment in Hong Kong

Hong Kong has emerged as a favoured destination for higher education among both Mainland Chinese and international students. Enrolment in UGC-funded programmes for non-local students has risen significantly, from 16,469 in the 2016/17 academic year to 21,709 in the 2022/23 academic year. As of November 2023, 24,654 non-local graduates, accounting for 95.59% of all applicants, have received approval to stay or return to Hong Kong for employment. This impressive approval rate showcases graduates' confidence in Hong Kong’s job market and their decision to pursue professional growth in the city. This guide offers essential information about visa arrangements, job search platforms, and resume writing to help you embark on your career in Hong Kong.

Visa policies for non-local graduates staying in Hong Kong

The Immigration Arrangements for Non-local Graduates (IANG) have moved beyond the previous limitation for non-local students who have obtained an undergraduate or higher qualification in a full-time, locally accredited programme in Hong Kong. With strengthened educational cooperation between the Mainland and Hong Kong, the scheme now also welcomes graduates from the Mainland cities of the Guangdong-Hong-Kong-Macao Greater Bay Area. These graduates must hold an undergraduate or higher qualification in a full-time programme, offered by a higher education institution jointly established by universities of the Mainland and Hong Kong in accordance with the Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools. Under the IANG scheme, both recent graduates and non-recent graduates may be granted 24 months’ stay on time limitation only without other conditions of stay, provided that normal immigration requirements are met. However, if you apply for IANG beyond 6 months of your graduation date, you must have secured an offer of employment upon application with a local company and provide proof with your application. For more detailed information, visit the Immigration Department's website.

For non-local graduates from eligible universities in the Mainland or overseas, the Top Talent Pass Scheme (Category C) provides an additional pathway to work in Hong Kong. This option is ideal for recent graduates who completed their degrees within the past 5 years and have less than 3 years of work experience. If you're unsure about your eligibility, you can use our admission scheme match tool to help identify the most suitable visa option for you.

Starting in the 2024/25 academic year, Hong Kong will introduce the 2-year Vocational Professionals Admission Scheme (VPAS). Non-local graduates from the 2024/25 or 2025/26 academic year, who have completed designated full-time Higher Diploma programmes under the Vocational Training Council (VTC), can apply for a visa to stay and seek employment in Hong Kong. This initiative creates opportunities for talent who plan to pursue careers in specialised industries.

Lastly, using suitable job search platforms flexibly will allow you to discover roles that best match your skills and goals.

Crafting a standout resume and cover letter

A well-crafted resume is essential for grabbing recruiters' attention and securing interviews. In Hong Kong, most employers prefer resumes written in English. Make sure to include basic information such as your personal details, education, work experience, expected salary, availability, qualifications, and skills. It's also best to leave out unnecessary details like your religion, marital status, or political views.

Hong Kong has a fair job market that offers equal opportunities for all candidates, regardless of their background. Some local recruiters now utilise AI screening tools to identify suitable candidates, so it's essential to incorporate relevant keywords on your resume that align with job-specific skills. Highlight your qualifications and certifications that meet the job requirements, and emphasise how your unique capabilities make you an ideal fit for the role. Wherever possible, quantify your academic or professional achievements with specific metrics. For example, you might say you "increased product sales by 15%" or "boosted brand awareness by 20%". Finally, remember to include clear contact information on your resume. Best of luck with your career journey in Hong Kong!
