A robust legal system
In this place, opportunities are open to all, regardless of background or nationality, which is reflected not only in daily life but also in the legal system. Hong Kong is long famous for a strong rule of law, which is the cornerstone of the city’s success. A law-abiding government and citizenry, fair and robust law enforcement, and judicial and prosecutorial independence are the fundamental pillars of our integrity system.
Corruption-free society
The Independent Commission Against Corruption (ICAC), dedicated to combating corruption, was established in 1974. With the support of the government and the general public, the ICAC has made Hong Kong a leading international city of integrity. According to international surveys, Hong Kong consistently ranks among the top 20 jurisdictions with very low levels of corruption. Recent ICAC Annual Surveys also show that the Hong Kong community generally embraces a zero-tolerance attitude towards corruption and is willing to report corruption when encountered. Besides, nearly all respondents believe that keeping Hong Kong corruption-free is crucial for its overall development.
To sustain the integrity culture in the society, the ICAC holds a variety of activities to reach out to people from different walks of life. For new comers to Hong Kong, a webpage entitled “Understanding Integrity in Seconds” has been launched to provide easy-to-understand information on anti-corruption laws. Additionally, the ICAC has collaborated with the Hong Kong Talent Engage to incorporate a session on anti-corruption laws in its "Useful Information for Integration into Hong Kong’s Life" seminar for incoming talents. The ICAC has also established the Hong Kong Business Ethics Development Centre to offer free anti-corruption and integrity training services to businesses operating in Hong Kong.
